## What starts a rewire in Alameda

### One more outlet in a knob and tube room

Alameda's Building Official allows existing knob and tube to be repaired or re-energized, not extended, so the outlet means new wiring.

### The service needs work

Modifying any part of an Alameda service triggers a complete upgrade to Alameda Municipal Power's current rules.

### A gas furnace on its way out

AMP's panel rebate applies when the upgrade supports a switch from gas to heat pump heating or water heating.

### Tenants in a rental unit

Alameda's Rent Program limits temporary relocation for routine electrical repair and sets a 60-day notice when relocation applies.

Alameda is the one city in this service area where the electric meter belongs to Alameda Municipal Power rather than PG&E. That single fact changes the service rules, who schedules the disconnect and which rebates a household can use, and the city’s Building Official adds a written ruling on knob and tube that shapes every partial job. [Fog City SF Knob and Tube](https://fogcitysfknobandtube.com/) manages knob and tube replacement in Alameda from the first circuit test to the final inspection, and the electrical work itself is done by licensed and insured electrical contractors holding California C-10 licenses, under City of Alameda permits.

Census figures put 31.9% of Alameda’s 32,291 housing units before 1940 and 36.8% before 1950. Those shares describe the city’s housing stock, not any one house, and a [knob and tube inspection](https://fogcitysfknobandtube.com/knob-and-tube-inspection/) that tests every circuit is what shows how much is still live.

## Repair or re-energize, but never extend

The Permit Center’s page of Building Official interpretations puts it in one line: knob and tube cannot be extended, and owners are allowed to repair or re-energize existing wiring. That draws a clear boundary for anyone hoping to keep part of the old system.

Repairing a damaged section, or putting a run back in service after testing, is allowed. Adding anything to it is not. A new receptacle in a bedroom still on knob and tube, a light added to a hallway, or a circuit extended into a remodeled kitchen all count as new wiring, fed from a modern protected circuit rather than spliced onto the old conductors. In practice a [partial replacement](https://fogcitysfknobandtube.com/partial-knob-and-tube-replacement/) in Alameda is planned around where new devices are wanted, and rooms that need changes move to new wiring first. The [repair guide](https://fogcitysfknobandtube.com/guide/can-knob-and-tube-wiring-be-repaired/) explains where a legitimate repair ends, and the [mixed wiring guide](https://fogcitysfknobandtube.com/guide/knob-and-tube-mixed-with-romex/) covers houses where earlier owners already joined old and new.

The same interpretations cover the new cable. Nonmetallic sheathed cable has to be protected in crawl spaces 36 inches tall or higher, in garages and in utility rooms, which affects how runs are routed through taller crawl spaces. New circuits may need arc-fault protection, and in kitchens it applies to new or modified circuits only. Unlike Oakland, Alameda lets circuits be added to an existing panel in a closet without moving it; swapping that panel out requires bringing it into compliance.

## Touching the service means upgrading all of it

Alameda’s Residential Electrical Services Permit Requirements, written with AMP, state that modifying any portion of an existing service requires a complete service upgrade to current code. A rewire that only needs a larger main breaker or a relocated meter becomes a full service job.

The rules are specific. The panel must come from the EUSERC-compliant list unless AMP approves another, every service supplying a dwelling unit needs surge protection, conduit is threaded rigid at least 1.25 inches with no compression fittings, and no LBs or gutters are allowed between the panel and the weatherhead. The panel sits at least 3 feet from the gas riser or meter, the meter sits 48 to 66 inches high and at least 3 feet from the property line, there can be no gate between the street and the meter, and a #6 copper bond to the cold-water pipe stays outside and accessible. Single-family services of 200 amps or less can use Express permitting; larger ones need a standard permit with load calculations. The minimum service for a single-family home is 100 amps.

AMP, not PG&E, schedules the disconnect and reconnect, so the power-off window is set with AMP. The [panel upgrade](https://fogcitysfknobandtube.com/electrical-panel-upgrade/) page covers the electrical side. A new service still leaves the branch wiring untouched, as the [panel vs rewiring guide](https://fogcitysfknobandtube.com/guide/panel-upgrade-vs-rewiring/) sets out.

## Rebates: AMP’s panel rebate, not BayREN

The regional BayREN EASE Home rebate for knob and tube is limited to PG&E customers, so Alameda households fall outside it. AMP runs its own program instead. Its Electric Panel Upgrade rebate pays up to $1,500 when the upgrade is for switching from natural gas to heat pump space or water heating, with the appliance fully electrified and no gas backup, the main panel only, and a capacity increase of at least 15 amps. Claims need photos of the old gas and new electric appliances and the upgraded panel, an itemized paid invoice from a certified electrician with a license number, and the final signed permits.

No AMP rebate for knob and tube removal or rewiring turned up. A rewire bundled with a panel upgrade and a heat pump can therefore draw on AMP’s rebate; a rewire alone does not. AMP’s funds are first-come and can end, so availability is confirmed when the scope is written.

## Pre-1942 houses and the State Historical Building Code

Alameda’s municipal code says no building constructed before 1942 may be demolished or removed without a certificate of approval from the Historical Advisory Board. The Building Official reads that as making every pre-1942 building a Qualified Historical Building under state law, along with everything on the Historical Building Study List. Those buildings may use the State Historical Building Code and are exempt from Title 24 energy requirements.

For a rewire, that means two things. The board’s certificate governs demolition, and nothing found suggests it reviews interior wiring. And a project that pairs rewiring with attic insulation in an older Alameda house may have more flexibility on energy rules, while the insulation itself still follows the state electrical code: where any knob and tube stays live under it, a licensed contractor’s survey and certification come first. [Victorian and Edwardian rewiring](https://fogcitysfknobandtube.com/victorian-edwardian-rewiring/) covers how older framing changes the routes.

## Getting cable into an older cottage, and closing up after

Where an older Alameda house, such as a single-story Victorian cottage, sits over a crawl space or has an attic above its rooms, those spaces are the first routes checked, because cable run along them reaches outlets and switches with the fewest cuts in finished walls. The crawl space rule above then decides whether a run down there needs protection. Where a run cannot be fished from above or below, the opening is kept small and placed so it can be patched cleanly.

Every planned cut is named in the written scope, together with who closes it, and plaster patching is priced as its own itemized line in the quote, so it can be compared directly with a quote that leaves patching out. The [plaster-wall rewiring](https://fogcitysfknobandtube.com/plaster-wall-rewiring/) page explains how runs are fished through plaster and lath, and the [patching guide](https://fogcitysfknobandtube.com/guide/do-electricians-patch-walls/) covers what closing an opening involves.

## Rental units and Regulation 23-01

Alameda’s Rent Program Regulation 23-01 requires a Capital Improvement Plan when a landlord seeks a pass-through or wants to relocate a tenant temporarily because the work cannot be done safely with the tenant in place. It also says landlords generally may not relocate tenants for routine repairs, including standard electrical repairs. When relocation is approved, tenants get at least 60 days’ notice and Form RP-207 on payments. Whether a whole-unit rewire qualifies as a capital improvement is confirmed per building, which favors phased work with residents at home and power-off windows announced ahead; the [living at home guide](https://fogcitysfknobandtube.com/guide/living-at-home-during-rewiring/) explains how.

**Questions**

## Alameda: questions

### Can new outlets be added to existing knob and tube in Alameda?

No. The City of Alameda's Building Official states that knob and tube cannot be extended; existing wiring may be repaired or re-energized. A new outlet, switch or light in a room still on knob and tube is therefore fed by new wiring from a protected circuit, which is why partial scopes in Alameda are written room by room around the new work.

### Who disconnects power for a service upgrade in Alameda?

Alameda Municipal Power, not PG&E. The City of Alameda's service requirements direct utility disconnects and reconnects to AMP's inspection scheduling, and the service has to meet AMP's rules: a panel from the approved EUSERC list, threaded rigid conduit, surge protection and set meter heights. Any modification of the service triggers a complete upgrade to current code.

### How much does Alameda Municipal Power pay toward a panel upgrade?

Up to $1,500, when the main panel upgrade supports switching from natural gas to heat pump space or water heating. The appliance must be fully electrified with no gas backup, capacity must rise by at least 15 amps, and sub panels do not qualify. AMP lists no rebate for knob and tube removal itself, and its funds are first-come.

### Why can't Alameda homeowners use the BayREN knob and tube rebate?

BayREN's EASE Home program, which reimburses up to $2,000 toward fixing active knob and tube, requires participants to be PG&E customers. Homes in the City of Alameda are served by Alameda Municipal Power, so they fall outside that requirement. The incentive path in Alameda runs through AMP's own rebates, which reward electrification rather than rewiring.

### Does a pre-1942 Alameda house need historic approval to be rewired?

Not on the evidence found. Alameda's Historical Advisory Board certificate governs demolition or removal of buildings built before 1942, not interior wiring. The same rule makes those buildings Qualified Historical Buildings that may use the State Historical Building Code, which the Building Official says exempts them from Title 24 energy requirements.
