## What starts a rewire in Oakland

### A fuse box in the bedroom closet

Oakland lets it be maintained and repaired, but adding a circuit counts as an alteration, so a rewire has to move or replace it.

### A service change with a deadline

The city permit comes first, then a PG&E letter that can take up to three days, then the inspection and the meter release.

### Openings in old painted plaster

Above small exempt areas, cutting into paint in a pre-1978 building needs its own city Lead-Based Paint permit and work plan.

### A fourplex with tenants at home

Three or more units go through the commercial electrical permit, and moving tenants out brings Oakland's relocation rules.

In Oakland, the order of approvals shapes a knob and tube rewire as much as the wiring does. The city decides which old equipment can stay, PG&E has to issue a letter before the inspector will sign off on service work, and painted plaster can bring a second permit. [Fog City SF Knob and Tube](https://fogcitysfknobandtube.com/) replaces knob and tube wiring across Oakland, managing each job from the first test to the final inspection, while licensed and insured electrical contractors (California C-10) carry out the electrical work under City of Oakland permits.

The stock is large. Census figures show 37.2% of Oakland’s 191,713 housing units, about 71,234 homes, were built before 1940, the largest count of any East Bay city covered here. That says nothing certain about a given house, but it explains why the city’s rules about old service equipment come up so often.

## Why does the order of approvals matter in Oakland?

Because each step depends on the one before it. An issued city permit comes before the PG&E letter, the letter comes before the inspector’s green tag, and old closet fuse boxes or enclosed services cannot simply be extended. Planning that sequence at the start sets when the power goes off and for how long.

## Closet fuse boxes and enclosed services

Oakland’s Requirements for Inspection of Electric and Gas Utilities contain two sentences that decide a lot of rewires. Service equipment in what the city calls a “dog-house” enclosure may be maintained and repaired but not altered. Subpanels and fuse boxes in clothes closets, or anywhere near easily ignitable materials, get the same treatment. In both cases, the city states that adding a circuit or wiring is an alteration.

A knob and tube replacement usually adds circuits, because the old system carried a few long, shared runs and the new one splits them up and adds dedicated circuits for kitchens, laundry and bathrooms. So where the house has a closet fuse box or an enclosed service, the scope includes moving or replacing that equipment, and the job becomes partly a [panel upgrade](https://fogcitysfknobandtube.com/electrical-panel-upgrade/). The same page sets working clearance for service equipment: 30 inches wide, 36 inches in front, and from grade to 6.5 feet, measured to assumed property lines and gas meters. Where the panel can go is therefore a site question, settled at the walk-through. The [panel upgrade vs rewiring guide](https://fogcitysfknobandtube.com/guide/panel-upgrade-vs-rewiring/) explains why the panel and the branch wiring are separate decisions even when one forces the other.

## Permit, PG&E letter, green tag

For every residential service change-out, upgrade, new service, disconnect and reconnect, and like-for-like replacement, Oakland requires PG&E’s approval (AIC) letter before the city inspector releases a green tag. PG&E issues that letter only after the city permit is issued, and the city says it can take up to three days. Same-day utility release inspections are not possible. When the inspection passes, the city releases the meter to PG&E by noon the next day.

That fixes the order of a service job: permit, letter, inspection, release. Where branch circuits can be rewired and inspected ahead of the service change, the hours without power center on the PG&E step instead of stretching across the whole job. New circuits also need arc-fault protection under the California Electrical Code, which Oakland’s page restates.

## House, duplex or three units: which permit

Electrical work in Oakland takes its own permit, separate from a building permit. The residential electrical (RE) permit is only for houses, duplexes and their accessory structures. A residential building with three or more units goes through the commercial electrical (E) permit. House and duplex remodels can fold the electrical work into a Residential Building Combination permit, and most electrical permits need no plans and are issued on payment. Permits go to a California-licensed contractor with the right classification and a current Oakland Business Tax Certificate, or to the owner. For triplexes and larger buildings, [apartment building rewiring](https://fogcitysfknobandtube.com/apartment-building-rewiring/) covers how units are phased.

## Lead-safe openings in painted plaster

Fishing new cable through plaster walls means cutting access openings, and in a building built before 1978 that disturbs paint. Oakland requires a Lead-Based Paint permit for that, under the federal EPA renovation rule, unless the disturbance stays under 6 square feet per room inside and 20 square feet outside. The application includes a Lead Hazards Work Plan describing containment, disposal and, where needed, a plan to move tenants. A pre-work inspection comes before the work, and a completion self-certification comes at final. Only CDPH- or EPA-certified workers may remove or control lead hazards in Oakland, and the city says it will stop work that disturbs paint without the permit.

Whether a set of openings crosses the 6-square-foot line is job-specific, which is one more reason the scope lists every opening and who closes it. Attic, basement and crawlspace routes come first to keep openings few and small, as [plaster-wall rewiring](https://fogcitysfknobandtube.com/plaster-wall-rewiring/) describes, and patching is its own line in the quote. The [lead and asbestos guide](https://fogcitysfknobandtube.com/guide/lead-and-asbestos-during-rewiring/) covers what lead-safe work adds.

## Insulation over remaining knob and tube

Oakland handles insulation through a self-certified Insulation Certificate rather than an inspected permit, and no Oakland form specific to knob and tube was found. The state rule still applies: California Electrical Code 394.12 allows insulation around concealed knob and tube only after a licensed electrical contractor surveys and certifies the wiring. Homeowners comparing notes across the city line report that Oakland seems more permissive than Berkeley here. The state code is identical in both, so in Oakland the survey is something the homeowner asks for before the insulation goes in. The [attic insulation service](https://fogcitysfknobandtube.com/knob-and-tube-attic-insulation/) covers it.

## Tenants and Oakland’s relocation rules

Under Oakland’s Code Compliance Relocation Program (OMC 15.60), an owner who has obtained the permits and in good faith undertakes substantial repairs that cannot be completed with the unit occupied must pay relocation benefits, including actual temporary housing expenses for a temporary move, before tenants are required to leave. Whether a particular rewire counts as a code-compliance repair is confirmed per building. In practice, this favors phased work with residents at home, with power-off windows announced in advance, as the [living at home guide](https://fogcitysfknobandtube.com/guide/living-at-home-during-rewiring/) explains.

## Historic districts and exterior service work

Oakland has about 140 designated landmarks and nine preservation districts, and potentially designated historic properties make up about a fifth of its buildings. The city says most exterior changes need some level of Design Review; nothing found says interior rewiring does. A new mast, a relocated meter or conduit on a street facade is an exterior change, so on those properties it is checked with the city per address before the service work is scheduled.

**Questions**

## Oakland: questions

### Can a closet fuse box stay in place during an Oakland rewire?

Only if the rewire adds nothing to it. Oakland's inspection requirements say subpanels and fuse boxes in clothes closets, or near other easily ignitable materials, can be maintained and repaired but not altered, and adding a circuit or wiring counts as an alteration. A rewire that feeds new circuits from it therefore relocates or replaces the equipment.

### Why does Oakland service work wait on a PG&E letter?

Oakland requires a PG&E approval (AIC) letter for every residential service change-out, upgrade, disconnect and reconnect, and like-for-like replacement before its inspector releases the green tag. PG&E issues the letter only after the city permit is issued, and it can take up to three days, so the sequence is permit, letter, inspection, then the meter release.

### Does fishing wire through plaster need a lead paint permit in Oakland?

It can. Oakland requires a Lead-Based Paint permit when work disturbs paint in a building built before 1978, unless the disturbance stays under 6 square feet per room inside and 20 square feet outside. Whether a set of access openings crosses that line depends on the job, so it is measured in the scope before work starts.

### Is a fourplex rewire in Oakland a residential or commercial electrical permit?

Commercial. Oakland's residential electrical (RE) permit covers only houses, duplexes and their accessory structures, while its commercial (E) permit covers commercial buildings including residential buildings with three or more units. A triplex or fourplex rewire therefore goes through the E permit path, and the contractor needs a current Oakland Business Tax Certificate.

### What can change the price of a knob and tube rewire in Oakland?

No Oakland-specific range is published here. The closest local figure is the typical San Francisco range of $20,000 to $50,000 or more for a whole house, against a national budgeting range of $12,000 to $35,000. Oakland adds its own cost lines: relocating a closet fuse box or service, a Lead-Based Paint permit and work plan, and the commercial permit for three or more units.
